As you can see, fatal overdoses declined from 5 in 2016 to just 1 in 2018. However, like many counties in Indiana (and throughout the country), Switzerland County saw a rise in fatal overdoses in 2019 and throughout the COVID-19 pandemic. However, no year in the dataset has seen more than 5 deaths.

Currently, data for 2023 is unavailable, implying that no fatal overdoses were recorded for that year. Additionally, the data for 2024 is still provisional, though there has been at least 1 fatality (but no more than 5) thus far. It remains to be seen if fatal overdoses will decline or remain consistent with the figures recorded in 2021 and 2022.

Non-fatal overdoses are far more common than fatal overdoses. This makes them a more useful figure when evaluating the severity of a substance abuse crisis in a small population like the town of Vevay and Switzerland County. The data is also easier to collect, as it’s typically well documented via hospital discharges and emergency department visits involving addictive substances. The data for non-fatal overdoses in Switzerland County is somewhat surprising. It doesn’t show a clear pattern from year to year, though there do appear to be fewer overdoses in more recent years than there were nearly a decade ago. 2016, 2017, and 2018, for example, saw a total of 56 non-fatal overdoses. By comparison, the last three years with finalized data (2020, 2021, and 2022) saw just 38 non-fatal overdoses.

It’s also strange to see that Switzerland County recorded 16 non-fatal overdoses in 2023 (based on the provisional data), when it recorded no fatal overdoses that year. This is another important factor to consider: How do fatal, non-fatal, and total overdoses (fatal plus non-fatal) compare to each other in Switzerland County?

In 2016, Switzerland County recorded 25 total overdoses. 5 of those overdoses, or 20%, were fatal. In 2022, the county recorded 14 total overdoses. Once again, 5 of those overdoses were fatal, but those fatalities accounted for 35.7% of all overdoses. While the dataset is small enough to write this off as an anomaly, it could indicate that the rate of fatalities linked to substance abuse is increasing drastically in Vevay and the rest of Switzerland County. That said, we will need to wait for the finalized data from 2023 and 2024 to learn more.

Types of Substance Abuse in Vevay

In 2023 and 2024, alcohol, marijuana, and meth were the most abused substances in Switzerland County. This lines up with most other counties in southern Indiana, where meth is more commonly abused. Alcohol and marijuana are abused throughout most of the state, though alcohol is not as commonly abused as it used to be. This information is based on arrest and re-arrest data, so it doesn’t account for all instances of substance abuse in the county.

The total number of arrests involving addictive substances rose dramatically in 2018 and 2019 before declining to the lowest number of arrests in 2022 at 50. Though arrests appear to be on the rise again (based on provisional data for 2023 and 2024), it’s more important to look at shifts in substance use. Alcohol and marijuana arrests have both declined, but they still remain two of the most commonly abused substances in Switzerland County. Comparatively, cocaine and prescription opioid abuse are uncommon.

Meth has seen a significant increase in abuse since 2016. Even though the data for 2024 is not finalized, it already shows 29 arrests involving meth. This represents an increase of 141.6% compared to 2016, or roughly 17.7% more meth arrests each year since 2016. Drug paraphernalia arrests have remained consistently high throughout most of the dataset, though slightly lower in recent years. These arrests are mot commonly associated with meth or heroin abuse.

Vevay Substance Abuse Resources

Vevay does not have any substance abuse resources or programs of its own. It depends on the county and state for support. Switzerland County’s 2023 Comprehensive Community Plan, under the guidance of the Indiana Commission to Combat Drug Abuse, put forward the following Vision Statement:

Switzerland County Drug Awareness Coalition (SCDAC) will engage the community, schools, healthcare and mental health service providers, law enforcement agencies, and the local governing councils to work together to build a community that is free of alcohol, drugs, and drug-related disorders.

As well as the following Mission Statement:

Switzerland County Drug Awareness Coalition (SCDAC) is committed to the development of positive lifestyles for all Switzerland County residents and attempts to achieve this by: 1) networking with local agencies to increase awareness of substance abuse issues; 2) providing support for prevention, intervention and treatment programs and 3) by assisting local justice and law enforcement with tools to address substance related crime.” [4]

The state of Indiana encourages counties to participate in up to 7 programs to combat substance abuse and reduce fatal overdoses. Unfortunately, as of this writing, Switzerland County does not participate in any of them.
